You can, in fact, use Windows 7 on virtual machines (that I have). The following are some things you can do:

Run XP or 7 as a guest on Windows Server 2008 (as long as you have a hardware virtualization platform that can handle it)
Run Windows 7 as a guest on an OSX host (with VMWare Fusion)
There are a few limitations, such as file system limitations. You can’t store certain types of files on the VM (like Portable Virtual Machines) and some VirtualPC limitations (e.g. you can’t resize your virtual desktop to a massive dimensions (the limit is very large) with VirtualPC). However, I don’t see why you can’t do what you’re attempting. It may be illegal depending on your OS requirements. It may also be possible to run 7 on a server too – I haven’t found out.
